It is called different things depending on which country it is being served in.  Horsemeat is preferred for steak tartare in most places outside of the USA.  Other names all stem from the languages spoken in the the countries serving it.

most country's have a law that horse meat has to be sold as "horse meat"and by no other name so that it cannot be confused with other types of meat.
