My son is going to be 3 in a about 3 months.  He knows when he has to go potty, he knows about standing in the corner.  He will push out more pee even if he just went, as an escape to get out of the corner.  I've been having a problem with it as well.  I plan on trying to see if he needs to go potty before he stands in the corner, and see how that goes.  My daughter never had this issue.  He will also pee his pants when it's bed time, just so he can get out.  Now if he pees his bed, I strip down everything and have him sleep on the plastic of his bed, with no clothes.  I refuse to give him more clothes to pee on until the morning when he dresses.  Though he's almost 3, he knows what he is doing.  Kids aren't stupid.  Sometimes time outs need to be longer than a minute per age.  My 4 year old daughter is manipulative and if she knows that there is a time limit of a few minutes, it won't touch her attitude.  If they aren't crying during their discipline, I personally think it's not doing anything.  Like the army, you need to knock them down to build them up.  I would agree with more time in time out IF the kid did it as a way to get out of the corner.
