  1. it means they have taken over an investigation for some lame *** local municiple agency......namely the local police department.......


  2. Very short answer, no. The CIA is not an law enforcement agency.

  3. Actually, no, but they will have that kind of authority at hand when they need it. They are not going to take action unless they have enough proof to back it up, and the needed authority to ensure that those whom they apprehend will be appropriately charged by the proper authority.
