  2. It depends on the state. Go to the state website and search for restoring civil rights.

  3. Laws vary from state to state, but the general idea is this: You have to become a "non-felon". Either through the overturning of your conviction or through a pardon, you have to have the conviction removed from your record.

    In some jurisdictions your right to vote is restored automatically, and in some you have to petition a court.

  4. Get yourself pardoned.  Legally you are stuck.  Felons do not have right to vote.

    Maybe some other nation will take you.
