  1. In a short sprint, the ability to accelerate quickly becomes more important than top speed.  That's why you never see the same runner in an Olympic sprint (say, 100m or 200m) and in a long-distance run (5k or marathon).  

    Since a human runner is still accelerating at the end of the 100 meter race, the runner's eventual top speed isn't enough information to determine his 100m time.

    ADDL:  Assuming the runner is already running at a constant  20.3 mph, it would take about 10.64 seconds to run 100 meters.

    More: David G is correct, of course.  I rounded the conversion to 1 km = .6 miles, not .62.

    20.3mph = 32.66968kph

    60mins / 32.66968 = 1.836565 minutes / kilometre

    1.836565min  / 10 = 0.1836565minutes/100metres

    =11.05 seconds
