  1. Because they're smart, exactly.

    They follow their noses, and some haven't been trained.

    My dog is fine off the lead, actually he is better off the lead except when he sees another dog.

    I can personally say that my dog has trained me to buy expensive food, go to work, rub her tummy on command, and take her for walks.

    Sounds pretty smart to me.

    Seriously:

    Leashes are exactly the same as seat belts and carseats for children.  It keeps them restrained and out of trouble, and protects them in an emergency.

  4. Because it's the law, and not every smart dog will listen when they're trying to chase a cat, or jump in front of cars (my dogs have a horrible recall when fixated on some small, furry, flying, or running animal)

    Dogs will be dogs first--instincts!!, then they'll be your trained robot secondly.

  8. Not all dogs need to be on Leashes but it's best if you because dogs fight. Dogs fight to protect and show who's boss. Some dogs aren't that smart and will do dumb things that you can't stop unless you have them on leashes. Also if a dog gets a bad feeling about someone they will attack that person, possibly killing them.

  9. We have to keep most dogs on a leash because they are smart. Just like people they don't like being controlled some times, and love to run around and do what ever they want to do. It all depends on the loyalty of the dog. Some dogs love to be around people and will do any thing to please the people who care for them. For a dog to become loyal enough that they do not require a leash, they also have to own the people who care for them. It's like a two way street in that respect.  

  10. Because they don't comprehend the dangers that cars and other situations present in till they have already experienced the danger.

Dogs are just like kids they have to be taught.  Some people just wont take the time to do so.  But like a child how many times do you have to tell them no about some thing and they keep going back, until that one day they get hurt and they wont do it any more.  Another thing is most places have leash laws.  It boils down to if you take the time to train your pet.
