Even if macro-evolution never occurred (i.e. creationism is true) there could still be micro-evolution within a species if different traits were correlated with reproductivity in different environments.

In other words, if it's harder to live in some parts of the world than in others without being intelligent, the people from those parts of the world will eventually breed more intelligent offspring.

The differences in IQ have nothing at all to do with genetics or evolution. They arise mainly from bias in how the tests are devised, and from cultural differences in various groups of people.

All races have differences among their IQ. No one race is smarter than another. No one race is less intelligent then another. Your source does not include the race of the people Semitism. You know Jews and Arabs. I am a conservative Jew with the IQ necessary to enter the Mensa society. The IQ necessary to join averages between 130 and 132. According to the society there is no special race to belong. Get your facts straight.

There's no thing as a definitive IQ test, it all depends of what's surrounding you. From the moment you are born, your personality, your logic, your way of thinking, is influenced by everything that you experience (thing that you see, that you learn). If you take a poor country where most people work in the crop fields, without an internet connection, not even basic education, sure they will have a low level IQ test, but that doesn't mean they aren't intelligent, it only means they have different priorities, a different kind of knowledge.

Black people, white people, yellow or red it's all the same. Go make IQ tests in the country side of England or France and you'll see it's different from the city. The only problem is that these tests are made by "urbanized" scientists... not by "farm specialists".

Put a non cultured tuareg in the middle of the city and a city genius in the middle of the desert: guess who dies?

If you really aren't an utterly bigoted tool and were just too thoughtless or sloppy to explain that you mean IQ differences between people of different regional ancestry, then the answer ( or rather an asnwer additional to the test bias already posited) is that the brain is much more plastic than at first thought, and changes considerably based on environment and stimulus.  Thus even physiological, let alone psychological, characteristics will differ based on how much educational and informational; opportunity, stability and value there is in a given society.  Some of this becomes genetically inheritable, so that the brains of those who are the product of fifteen generations of people with no educational possibilities will function differently from one with more fortunate forbears even if both are born within the shadow of Harvard University.
