You probably can. I'm 14 and I volunteer at a Pregnancy Crisis Center. Just go in and tell the clerk you would like to volunteer. They'll ask you your name and you might have to fill out an application and you'll discuss what you can do and when they'll need you, ect.

LIbraries have different policies so call and ask the one near you.

It depends on the library, but I'm sure most would allow a 14-year old volunteer.
