are you coming here thru work permit?

if yes, yes you have to go to POEA for PDOS, but you can check it again, since im not really sure if they have a memo they have this early 2008 is still in effect, wherein they are not allowing direct hire, it should go with an agency.  

in going to POEA, you should be early, they allow certain number of people in the morning, and in the afternoon, if its full already, you have to go back the next day. have you contract and other docs ready too.
