  1. I would recommend doing a provincial nominee program over applying as a federal skilled worker because it is way way faster.  You could have PR in less than a year, add 3 years living in Canada as a PR, apply for citizenship, processing citizenship then takes about 1 year.

Rules that apply, you can't become a citizen unless you are first a PR, you have to have lived in Canada as a PR for 3 years out of the last 4 before you can apply for citizenship.  You can't be in jail or under order of deportation when you apply for citizenship.  You have to pass a citizenship test and attend a ceremony to swear loyalty to the British queen (not joking) and that's about it.  Oh, and if you ever get found out having lied to immigration during that process, they wind back time and citizenship and PR goes out the window and you are kicked out.

    Start here: http://www.cic.gc.ca/english/immigrate/p...

  2. First you have to apply for permanent resident status.  Then when approved you have to live here.

www.cic.gc.ca  is the immigration website and has lots of information.  There are currently about 950,000 people on the waiting list.

  3. the same rules that is for every other foreigner out there. you need to be a permanent resident of canada for 3 years out of the past 5 in order to qualify for citizenship. that and the citizenship test.
