Yes, the undergraduate application is for high school seniors and anyone wishing to attend college for their first year. Undergraduate degrees are Associates and Bachelors degrees. Graduate admissions is what you would fill out once you complete your degree and wish to go to Graduate school to attain a Masters or Doctorate.
