If i apply for a job at 16, what special skills do i need on my resume if i have no experience?

Okay. If i apply for job at 16. The first job that i ever applied for, do i need to provide a resume if i have no experience?

If so what should i put on my resume and what things can i do now so that when i am 16 i will have a better chance at getting a job

At 16 a resume isn't necessary but you will be asked to fill out an application.  Take with you a list of references with the person's name, professional position, contact information.  Also, if you can have your teachers write a brief recommendation with comments on your abilities it will go a long way to getting noticed for that first position.  If you know the career path you want to take, all the better to start looking as any entry level position.
