As far as Amtrak and my personal experiences, yes, unless the car has available seats.  Thing is, they usually mark your seat or the rack above your seat with your destination.  Furthermore, you never know where someone new will be getting on with an assigned seat you're currently in.  Hope this helps!

In the U.K. you are strictly speaking obliged to sit in the booked seat if you are travelling on a discounted advance purchase ticket, though most train managers/Conductors do not enforce this rule as long as you are travelling on the specific train shown on the ticket. On 'Megatrain' services

    operated by SWT you may sit only in the carriages with 'Megatrain' stickers. Holders of Open Singles or returns or Saver tickets do NOT have to sit in the booked seat, but must of course sit in Standard Class if they have a Standard Class ticket.

  4. Nope. Not in the UK. You can sit wherever you like. Also, as its free, it doesnt matter. Although if the train is busy, it just guarantees you a seat!

  5. Some ticket types are only valid if you sit in the seat that is reserved for you.
