  2. It actually depends on the class of ticket.  Most tickets are non-refundable, which means your card is charged on purchase and you cannot cancel once the purchase is made.  Very few are non-refundable, usually the most expensive seats, and you can get your money back on those.

    When you are charged depends on the specific website, so I can't answer your unique situation.

If you have only RESERVED the flight and not yet paid for it, then there is no charge to cancel or change...however...the price of your RESERVED seat is subject to change (and probably will) if not purchased immediately.  Once you have PURCHASED the ticket, and if it's a restricted fare indicating penalties for change or cancellation, then, yes...of course you will be charged for changing or canceling it (and some of the fares are completely non-refundable should you cancel).  You can avoid cancellation/change charges by buying the higher priced, non-restricted fares...but they generally cost substatially more.  This doesn't always mean that you won't get hit with charges if you change...if the price of your original unrestricted ticket has gone up, you will be expected to pay the difference between what you paid and the current price being charged.
