If i buy a at&t tilt off ebay will at&t charge me anything?

You would need to take it to the AT&T store and add it to your contract or signup for a contract if you don't already have one. There is no charge for the phone but you need an AT&T SIM and contract to use it on the AT&T network. They will charge around $25 for the SIM.
