If i buy a laptop can i get the internet without a phone line?

yes if you use wireless (wifi).  but you still need a phone line to get connected to the internet.  if you access internet from a wifi hotspot or an internet cafe, then all you need is wifi capability.  if you want internet at home, you will need a phone line.

you will need to subscribe to a cable or phone line service with broadband, or a cellular or satellite connection. These last 2 are very expensive, it is cheaper and more reliable to go for phone or cable.
