If i call someone in another state do they have to pay anything?

i know that i will have to pay long distance charges but are they charged anything? i will be using my cell phone to call a land line

  3. The person using the land line will not have to pay for anything.  Land lines are free incoming calls.  However, if you don't have unlimited calling on your cell phone, it will cost you minutes.  If you've gone over your minutes, then it will cost you more money.
