If i can run 10 KM within 1 hour 10 minute it's consider good?

its good for beginner, or if your not beginner and just want a relax run but want a bit of tempo meaning decent heart rate pounding. my record is 13.5km in one hour, this is when I'm at my optimum, currently doing 11.80 km in a hour. keep adding speed gradually lets say you run at speed 10 one, two week or month than go on 10.3 than 10.6 build yourself up it will get to a point where will take long time to achieve targets you want, as you build up. dont give up keep going you will eventually hit that target. always warm up, give your legs break, try doing one day running one day the weights, your body has to be balance to much running will weaken your upper body because you lose fat and muscle and gain some but you will lose more. oh yeah fluids drink plenty not during or before the run, have sips during and before the run. try to be agile mean try putting less force on legs by giving light bounce from your front area your feet and try landing your feet lightly as you can. this will all come with practice. good luck happy running, running gives the best high you can ever get, only runners will understand that.
