If i get a usa education visa,can i leave???

hey how many days(month) prior to my university commencing dates can i be permitted to go to usa after gettin d visa??

The commencement of your studies is not important. It is the report date, which is on the first page of your I-20 which is what you need to look at.

You may enter the United States no more than 30 days prior to the report-date stated on your I-20

Contact your college's international office.  You can show up as early as a month in advance, I believe.  When I first showed up, I got here about 3 weeks before school started and I stayed in the U.S. throughout all vacations.
