If i have a fashion design degree do i also need a business degree to open a store.?

You don't need any kind of degree to open a store of start a business.  Just keep in mind that many businesses fail in the first year or two.  Degree or not.

No just make sure you have proper licensing.  Maybe look into buying Business for Dummies and Marketing for Dummies.  Another idea is to hire good people around you who are experts in those particular areas so you can focus on what you're good at - fashion.
