If i have a side table that has a glossy finish do i need to sand it before i repaint it?

It is definitely a good idea.  A rougher surface will give something for the new paint to hold on to.  This will reduce the chance of it splitting and peeling in the future.  

One more thing.  Make sure you clean the table well after you sand.  Tack cloth (available at home depot) is the best for this.  That way the dust doesn't get stuck in the paint and ruin your finish.
