If i have a sprint cell phone, can i just go to any sprint store and activate it?

If you already have a sprint account and number. You can just call sprint and give them the ESN number over the phone. ESN number is located on the back of the phone under the battery. Or... yes, you can go right into the store and have them do it there.

Sorry to be so brief but yes. Many people will buy a phone on ebay or on line somewhere for a cheaper cost and then go activate it at a store.
