If i issued an invitation latter to a person , do the embassy accept it by email ?

Typically, US embassies ask the applicant to bring all supporting documents to the visa interview, rather than having to try to sort through faxes and emails and put them together with possible applicants, most of whom, it seems, use different versions of their names.

ADDED:  Plus, as East said, we don't actually care if you have an invitation; we care if you're going to go home promptly after a short visit.

Keep in mind that an invitation letter is generally of little value in most visa interviews, as the applicant needs to stand or fall based on his/her own merit, not based on knowing someone in the U.S.

Also, the embassies in Latin America require that an invitation letter be notarized. How are you going do do that by email?

No the embassy will not accept the invitation letter if you send by mail.  Either you should end the original one or fax a copy directly to the embassy from the country where the applicant supposed to visit, in order to authenticate its origin.
