If i renew my philippine passport in london on january, wil they issue me now the new machine readable one?

You will have to take up that query with your embassy in London to see if they are issuing the machine readable passports. It's definitely best to get that type of passport and I am also pleasantly surprised to know that the Philippines have made such a progressive step with their passport. I am so used to seeing the typical non-machine readable handwritten Philippine passport.
