If i shut my paypal account, and re open a new one, will my limit be reset?

if i close the paypal account i have now, and open a new one with the same card, will the spending limit be reset?

Yes, but you'll have to use a new credit card and email address to do this.  PP won't let you reuse email addy, credit cards, or bank accounts.
