  1. As far as I know, physically you can do it. However, it will be a very strong reason for any schengen country to not to give you visa any more.

    To obtain a Schengen visa you must apply to the embassy of the country where the majority of time will be spent, so in your case this would be France

    If this is not known, then you should apply to the embassy of the country where the point of entry is made to the Schengen area, so again in your case France

    Officially you can only apply to the German embassy if there is no diplomatic representation in your country for the French embassy.

    Practically of course, as there are no border controls it can be very difficult to prove otherwise.  However if the authroties suspect that you have applied for a visa under false circumstances they can deny the visa of course.  Also for the future applications you may be required to show proof (e.g. hotel bills etc) of which countries were visited

    To be 100% sure, and not to jeopdise your chances of obtaining this, (or future visas) then be honest, and if in doubt check with the embassy concerned.  Their answers are of course more accurate than any on Yahoo answers!
