Don't know, really. Depends on how hard you threw it combined with the trajectory and which part of the popsicle hit the eye and which part of the eye it hit. Either way, it wouldn't be very nice to throw anything at someone else and would require an apology and some consideration to why you felt you needed to throw something at someone, in jest or not.

I had this debate with my wife and she said, "What about feathers then?"
