If i turn th search filter off does it apply to just this account?

if i turn it off does it only become turned off for my account or for all searches done on this computer even if im not logged in

Yes. Each account and each user has its own settings.

Searching on Yahoo! Answers only will not be registered on your recent searches on the tool bar. The link addresses will be saved though but not the search inputs.

That is because the website runs separately off the tool bar functions, but still searcher's links will be available :)
