If i want to start an adopting agentcy on neopets how do i do that?

The best way is to get a lab map to get the pets better, then have a guild and a petpage.  The petpage will list it all.  You don't have to have the guild, you could just have neoboard ads, which helps a lot more now.  Good luck!

You can't. There's already an Adoption Centre at Neopets, and players aren't officially allowed to create one. However, there is one method whereby players can adopt a pet from other players.

Create a guild.

In it, have players who want to abandon their pets and those who want to get a pet. Make a website of all the pets that the owners want to abandon. Those who want to get that pet, must apply (set up a form and procedure). After approval, you then set a time between the two (owner and adopter) whereby the owner will abandon the pet and the adopter will take the pet.

The Neopets Adoption Centre has a system where you can "find" a specific pet by keying in the name. Thus, you must collaborate and synchronise the abandoning and adopting quickly. It's best that you do so via msn.

Well basically what you do is to find people who are going to put their pets up for adoption. List them on a pet page, and then advertise your adoptions. If someone wants to adopt a pet, let them get in contact with the neopets owner. If the pet is adopted to a new owner, take it off the adoption list on your pet page.
