You must have a passport to FLY to and from Mexico.  You do Not need a passport to travel to Mexico by LAND.  That requirement has not been implemented and has NO SET DATE. See site below and read top half of page carefully for the current info.

No, but you will need government-issued ID (driver's license) and proof of citizenship (birth certificate).

when entering mexico by land or by sea no passport is needed--the required documents are a goverment issued state id and a certified birth certificate.

when entering mexico by air you will need a passport.

They changed the law at the beginning of January. Now it's official that you're going to need a passport to go there. So get one quick..because it usually takes about 3  months! Good luck and have fun!
