If you are a US Citizen by birth, I don't see why not if you have all the documentation they require like Birth Certificate, Social Security Card.  If you are under 18, some states require a Driver's Education Completion certificate.

Oh yeah and you have to pass a written test and driving test in most states!

Several states are going to mail you your new photo ID, just because it's an easy way to verify that the address you gave them was real.  If they send your ID to an address that turns out to be a vacant lot, then the post office won't deliver it.

No in NY they give you a paper ID, and mail you your picture ID.

It is the same in most states, they will give you a paper ID and then you will receive the picture ID within 2 to 4 weeks.
