  1. There is no such thing as 'world history' at Washington university. However most history classes are 3 credit hours which will cost you about $2,200.

You are aware that if you are an international student you must take 12 credit hours and you are aware that one class does not lead to a degree, certificate, diploma or anything of the sort. One class will just give you 3 credit towards a degree.

  2. First of all you have this in the worng category.  International students have to pay for a minimum of 12 credits no matter how many cresits they take (while learning English as a second language). You will pay the same amount of tuition for 12 credits or more per semester. Thats why it is best to concentrate on education and try to take as many credits as you can handle. Most students easily handle 15 or 18. I know a smart woman who once took 23 credits in one semester.

If you already made a deal it is best to stick with it. I am going to say that $200 for something that others don't get paid for is a large amount for a 16 year old boy who wants to spend money on games. Be happy that your parents even pay you for this. Mine never knew what I was doing until I graduated.
