  1. It would depend on the content of the letter. If one is requesting a favor then the previous emails suggestions would be fine. But if it was an unfriendly letter a business format might be best.

For example: To: Board of Directors

                                   Name and Address of Co.

                                    Subject:-------

                                    Letter content.

  2. What you're asking about is, I think, the salutation, right? That is, the little line after the inside address and before the first sentence of the actual letter.

"Ladies and Gentlemen:" is the standard. If you write "Dear Board Members:" or something like that, I doubt anyone is going to hold it against you, or even notice, for that matter.

This is standard form for business letters (for personal letters, the salutation would be followed by a comma, and you'd probably use first names). It is never proper in a business letter (as opposed to something more informal, like an interoffice memo) to omit the salutation. This does not vary with the content or purpose.

If your intent is to have your letter read and taken seriously, you're better off -- perhaps only slightly better off -- following convention reasonably closely. If your purpose is just to vent your emotions in a letter that will have no effect on anyone, you can use any format you want, or scrawl it out in red crayon.

  3. In my dealings with Boards of Directors, I usually start with "Dear Mr, Chairman or Madame Chairwoman and distinguished board members."

If you are just addressing the board members in general, then I would write Distinguished Board Members.

    I hope that was helpful.
