  1. Are you asking because you're submitting a request to your employer asking for flexible hours?  Basically to answer this question, you need to think of all the potential problems with flexible hours and then think about ways around them.

If so, the main effect is that you may not always be contactable when people need you as it may be during their business day, but not during your working hours.  The way that you can get around this is by communicating your working hours clearly so that people will always know when you are around, and using your out-of-office mesaage on your email and recording a suitable message on your voicemail.

If you're planning to work from home some of the time, it could also affect them as they won't have face-to-face contact with you quite so often.  So make sure that you can demonstrate that you can effectively use other forms of communication such as phone, email and even IM.

If there are some duties that you undertake that you need to be in the office for and wouldn't be able to do from home, such as filing, make sure that your colleagues won't need to pick these up.  Plan your time so that you have time to do them when you are in the office.

Actually, this goes even if you're working in the office rather than at home - there are always going to be some tasks that you need to do at certain hours.  For example, if you work in Accounts Receivable and you need to call accounts departments at other companies, then you need to do this when they're working.  It's no good you finishing work at 7:00pm and expecting to spend the last two hours of the day calling people, as you're not going to get hold of them.
