  1. You are still a Canadian and it doesn't matter what province you were born it as long as you were born Canadian.  You are only a foreigner if you come from another country, not province.


  2. No, you are not a foreigner, but some provinces have a very strong sense of identity, and it takes a long time to be accepted as really being "from" that province if you were born elsewhere.  But you are definitely not a foreigner in Manitoba.
