  1. it varies by state.....

    in most states that require a work permit the permit is for a specific employer and can not be issued until you are hired and the employer fills out there section of the permit application then the school or department of labor decides if they will issue the permit.

  2. You could choose either way. It depends on the country, obviously, if u are outside the country then u will have to get the permit first before getting to the country and find a job. But if u already live in the country, some countries will tell you, you have to leave the country in order to change your present immigration status. Some times if u do find a job, the employer will apply for the work permit for you, that is more easier. But if u do not find a job, u could apply for the work permit but then, depending on the country, you may be given the permit straight away or asked to find a job first before you apply for one. If you are applying through a highly skilled programme, then usually you apply first, when u are given, u then find a job. hope I've answered your questions.

  3. Either way. But if you already have a Worker's Permit, then you'll be able to start right away should they wish you to, which would make you seem a more desirable applicant..
