If it's only 2% milk... what is the rest made up of?

the percentage refers to fat content.  whole milk is 3.5% fat.  Two percent milk is just reduced fat.

Its all milk, but 2% of it is curds removed and re-added later in production.

2% refers to the fat content.  It's 100% milk, but only 2% of it is butter fat.
