If its 2:30 on a ships clock how many times do the chimes ring?

Actually, there is no 2:00 PM military time -- it's 1400.

2:30 PM would be 1430, or 5 bells

2:30 AM would be 0230, also 5 bells.

Nautical watches were divided into 4-hour shifts.  The bell was rung every 1/2 hour.  8 bells marks the end of one watch and the beginning of another.  8 bells is 0000, 0400, 0800, 1200, 1600, and 2000.
