Man is not the top of the evolutionary ladder. Since humans have round hindquarters, the presence of toilet paper helps with hygiene. Baboons also have round hinds, since they are terrestrial, and the cushioning helps them sit. Most primates do not have round hinds and thus do not need toilet paper as much as we do.
