If my BF is scared to get married does that mean I am not the right one for him?

We have been together for over 4 years, I know he loves me a lot but if I was 'the one' to him, why would he be scared?

you need to talk to him and yes if he dosent want to get married and you do then its not a good match 4 years is a long time ...
