It depends what monster it is

mainly flip monsters since which have FLIP: followed by effect. any other monsters cannot use effects when attacked unless stated in the cards description

Only Multi-Trigger effects, and certain FLIP monster effects!

Depends what kind of monster effect. If it is something like Messenger of Hades Gorz which has a multi-trigger effect it is spell speed 2 so you can activate in on your opponents turn.

Same goes for Destiny hero malicious. (i think)
