You can use a dial-around service to communicate with almost anywhere.  I use 1010987 or 1010688.  There are dozens of others.

i think you will need a long distance service cause remember the number still a international number....in other words is just like calling to a phone..the  only difference is that you will send data.......as fax.....so talk to service provider..good luck!!!

Why don't you start by telling us where you live and who your telephone provider is?

Based on the info that you haven't bothered to do either, I'll assume you are in the USA (who else doesn't think the rest of the world exists?).

You have plenty of other solutions, from calling cards to VOIP lines. But I reckon for you the best option is probably to use one of the many web-based fax services. Just do a search on web to fax.
