If parents do not have tax return, is it still required on FAFSA?

I was wondering, if your parents are living outside of the U.S. (not U.S. Citizens) and they do not have tax returns, will you still be eligible for FAFSA?

I don't think you can get Federal Financial Aid if you are not a citizen.  However, I don't know your circumstances.  Do your parents still claim you?  I would ask the higher learning facility you plan to attend.
