If parents say, "Never take candy from strangers" then why do we celebrate Halloween?

halloween is weird. why is it that we tell kids all year long not to talk to strangers and especially not to take candy from them, but then we dress them up in costumes and take them from house to house and do EXACTLY what we told them all year not to do?? i don't get it.
