Yes, both penguins an flamingos are birds :) pretty much if they have wings they are a bird...they don;t neccasirily have to fly though.

Flamingos are are bipedal, warm-blooded, vertebrate animals that lay hard-shelled eggs, have beaks and are covered in feathers...

Because of all that, I'd say yes, flamingos are, in fact, birds!
