  1. Simple - enact a carbon cap and trade system.  A carbon cap places an upper limit on total carbon emissions.

    Lieberman and Warner have proposed a bill which would institute a carbon cap and trade system in the USA.  Europe already has such a system.


  2. What makes you think that Ron Paul can balance a budget?

  3. CO2 is already in balance by the plants. CO2 is very heavy and if it increases to the point that oxygen is below 19.5% we die. At present oxygen is 20.9% and solid as rock.

  4. They might decide balancing CO2 will stimulate the economy, or bring jobs to their district, or give them something else to tax.
