  1. no. it would be the same as if you were in a city, at the top of a tall building, it is clear were you r, but when u look down, it's really foggy.

  4. If the clouds are below the plane, no, as rain falls from clouds to the ground due to gravity.  If the plane is flying below the clouds, it will get rained on.

    Contrary to some previous comments, it's quite common for precipitation to obtain an upward trajectory (hail stones), but it wouldn't move upward faster than the cloud top.
