If running a brothel is illegal, then why are there countless massage parlours in Vancouver ?

These places have been around for ten years or more, so why havent the police bothered to investigate them..

Perhaps because they are massage parlors and not brothels? You know, where people get massages sans the happy ending. Maybe they have been investigated, and all was fine.

Massage parlors take advantage of their ability to be licenced as a "massage" location. They skirt the rules the similar to "escorts" (vs prostitutes).

It's not a matter of the police not bothering to investigate them...they are simply too busy with other investigations.
