11:08 pm.

Military time goes from 0000 hours (midnight) to 1200 hours (noon) then counts from 13-2300 hour (1 pm to 11 pm)

It means 8 minutes after 11 at night.  It is using the 24 hour clock method of showing time.  It might not mean that time in your own time zone though - I am not sure which time zone that site would show for log ins.

23:08 is the more modern way of saying 11:08 PM. It's a more efficient time system, which uses a 24 hour clock rather than two different 12 hour time periods, and most European countries have taken it up to some degree.

If it said your last login was at 11:08 PM, it probably means that you logged in again before midnight, as otherwise it would say "Last login 23:08 yesterday".
