when someone is ' emotionally disturbed' it meens they have a mental illness. But the problem was brought on by something horrible that had happened to them in the past, that they can't get over, and in some cases they repeat what had happened to them to others, to try relieve their own pain. For example, most child molesters, were abused themselves as children, so they take it out on others. Its a very sad to think about.

They are not in total control of their emotions so they can act irrational sometimes. They are very vulnerable to their emotions which prevents from seeing things logically.
